Electricity information collection and the related management system can be used to implement the automatic electricity information collection, monitoring of measuring abnormality and electricity quality, and the analysis and management of electricity, etc. In recent years, there has been established such systems in China. However, because of the lack of the unified regulations of techniques and marketing data platform, these systems have weakness in techniques and functions on different levels. In order to improve the power supply services, Tianjin Electric Power Corporation needs to establish a management system of electricity information collection which complies the national standard regulations, fits the regional electricity features, and has the function of overall electricity information collection. With this system Tianjin Electric Power Corporation can create the utmost economic and social profits to contribute to the regional economic development.After setting the management system of electricity information collection of Tianjin Electric Power Corporation as the goal, the author analyzed the current situation of electricity information collection management and clarified the model with the regional features of Tianjin according to the current norms and regulation. The author also designed a rational system framework and studied the master station system, especially the software system.In the analysis of the current situation of electricity information collection management of Tianjin power supply corporation, the author studied the established electric energy information system and clarified the necessity and essential conditions of the establishment of Tianjin electricity information collection system. The paper established the system which includes construction of the master station, collection of electricity information, data communications, and pay-in-advance management.According to the established system construction model and the national norms and regulations, the author designed an overall management system of electricity information collection. In this overall design, the author designed the platform of the master station, long-distance communication connector, and the configuration of the apparatus.In the software design of the system, the author focused on the system data base and the data module; carefully designed basic functions, extended functions, and system connectors of the software. The paper also recommended key apparatus, platform of the data base and configuration of the hardware and software according to the design.Finally the author created an outlook of the coming system construction and its goal and consequences with the regional features of Tianjin. The new management system of electricity information collection will fit the power supply operation in Tianjin and meet the management requirement of intensification, elaboration and standardization.
