Based on the summarizing the planning and design and transformation of the river at home and abroad .Such as: blue line, green line, and other related indicators of river; The article analyzes some problems in the process of planning and design of the river. The contradiction issues of urban flood control drainage and landscape; urban land use and river landscape, ecology. On this basis, the article proposed on problems about integration of the river's ecology, landscape and hydraulic engineering. And interpretation of relevant norms, proposed a general method for river planning and design from levels of planning, design and engineering scale. The results are the following:(1) The article interpretations of river regulations, norms on all aspects, proposed on it should be followed the specifications of levees, dikes line, the layout of the embankment , and construction of buildings in the river, in relation to the ecology and landscape construction.(2) In the planning level, the article interpretations of the factors that hydraulic engineering and ecology, landscape construction must co-ordination into account is including river regulation and control of land on both sides of the river, the establishment of green corridors, the communication of river systems , the landscape division of functional areas, the location of tourism and leisure, etc.(3) In the design level, the article discusses the integration method of river's flood control and river ecology, landscape .Embodied in the design of the river's linear channel; groove, shallow; flood land; Longitudinal and cross-sectional; Water conservancy facilities; Landscape Architecture; plants, etc.(4) In the levels of scale engineering, Combined with the design of river section, reasonable choices the revetment, retaining the end of revetment, river and other materials.
