In recent decades ,water resources and its distribution have been gradually disturbed by many disturbers such as changed climate and increased human activities. The dynamic change of water resources in river basin and its sensitivity to weather and human activity make water cycle become a very complex process. Thus, aimed at the characteristics of water cycle, two aspects are researched in this dissertation: first is to establish the principle and methodology of water resources comprehensive assessment, and the second is to study the evolution law of water resources.Based on natural-artificial dualistic water cycle system and its particular simulation of the whole process of water circulation which is contain the precipitation, interception, infiltration , evaporation, slope, subsurface flow, groundwater flow and river confluence. Taking precipitation of river basin as a input evaluation objects , as the largest potential resources, First ,connection with the land-use characters of SongLiao basin and water resource content ,and it is divided into the effective precipitation (i.e. generalized water) and invalid precipitation ,Then, back to effective precipitation (generalized water resources) put it into runoff water resource(i.e., narrow water resources, including surface water resource and groundwater resource) and no-runoff water resources (i.e., the precipitation is directly used by ecosystem and the social economic system such as soil water etc.) And with the water cycle transformation, do the coupling evaluation to all sorts of diameter water resources. Also adopts the traditional statistical analysis method and the wavelet analysis method, analyzes the evolution rule of precipitation series and evolution trend of the future of the Song Liao basin in recently 51 years (1956-2006).Maininnovationpoints :(1)EvaluatingthewaterquantityofSongLiaobasinwiththetheoryofdualisticwaterresourcesevaluationmethodandconstructmodel;(2) Adpts the traditional statistical analysis method and the wavelet analysis method, analyzes the evolution rule of precipitation series and evolution trend of the future of the Song Liao basin; (3) First proposed for hierarchical structure of water resources evaluation results ,and provide a comprehensive support to the watershed planning and resource management.
