Global climate change is getting more and more aroused people's attention and emissions of greenhouse gases such as carbon dioxide is the main factor in climate warming, however the main reason for causing excessive greenhouse gas emissions are human activities. City is the human economic activity center and social development, but also the main carrier of earth resource consumption and the main maker.of environment pollution. The city's environmental problems and high carbon question told we must change the existing mode of city development and go sustainable low carbon development way, that is the effective way to curb climate change. Low carbon cities construction in China is to solve the problem of climate change and energy resources issues inevitably. Along with the advancement of urbanization, the construction of small towns get more and more extensive concern. In low carbon concept capture strategic position today, low carbon concept must become the basis of small towns development and construction of small towns and instruct the construction of small towns.First, through the analysis of related concepts and theories of low carbon townlets' construction, research has been done about the connotation, composition and scene hypothesis of the low carbon city; then, based on the construction and practice experience of the low carbon city at home and abroad,6 main problems are raised and solved using suitable strategies about the low carbon cities of our country, includes:low use ratio of the land, unreasonable industry construction, large energy consume, slowly spread of the construction material, increasing envrionment pollution and weak public consciousness;Finally, using the method of integrating theory with practice, to analyze SuiLingXian in heilongjiang province as an example, the paper probes into the present SuiLeng town the existing problems in the construction planning, and puts forward the corresponding implementation countermeasure in an objective manner, in hopes of planning and construction of later small-towns construction planning.
