Beijing is one of the cities that lack of water in the world. After 30 years'construction and management in water conservation, Beijing is on the top of the water conservation level throughout China, but still has a long way to go compared with international water conservation standard. Beijing should focus on the city itself, clarify the weakness of water conservation in each district and develop specific program accordingly to uplift the whole city's water conservation level.The essay sets up the appropriate water conservation system for each district in Beijing, and utilizes entropy authority to give comment for each district's water conservation level in terms of agriculture, industry, living and water circumstance. According to the comments throughout each district of Beijing, Haidian, Chaoyang and Fengtai district are of the top level, whereas Changping, Fangshan and Tongzhou district are of the bottom level, and these districts should optimize their industrial structure further and improve their efficiency in water usage. Tongzhou, Daxing and Changping district should uplift their agricultural water conservation level as priority, while Chaoyang, Tongzhou, and Fangshan district should improve their industrial water conservation level first, and Chaoyang, Pinggu and Mentougou district should upgrade their living water conservation level.
