Port waters are among the high-risk areas of marine accidents and are severely subjected to maritime activities, so the development of a port can not be sustained without the comprehensive assessment of the navigation environment of it. Dalian, as the trade window in the northeast area of china, the expansion of its port facilities is imperative to satisfy the increasing demand of trade. However, in the construction of the port, the transport risks increase in the water areas that are connected with the port due to the high intensity of vessels. Two VLCC berths of 30W DWT have been built there and the sizes of the ships become larger, which both have effects on the navigation environment. Therefore, this thesis tries to make an overall evaluation of the navigation safety in the waters of Dalian port.This thesis constructs a fuzzy comprehensive evaluation model based on Fuzzy Mathematics to give a complete assessment on the navigation environment in Dalian port by verifying the adaptability with the relevant data on the reports of the navigation environment safety evaluation of the 30W-DWT oil wharf.The thesis consists of the following parts. Firstly, the author introduces the safety evaluation methods and theories before giving an outline of Dalian port. Secondly, with the statistical data collected from the questionnaires finished by experts in shipping industry, evaluation factor set and index system are established and thus their weights are obtained by means of analytic hierarchy process according to each importance. Lastly, use the Fuzzy Comprehensive Evaluation method to construct comprehensive evaluation modal and make an evaluation on the navigation environment of Dalian port.The thesis abounds the researches about navigation environment and provides theoretical and practical reference for the safe operation of Dalian Port.
