In recent years, more and more port engineering projects such as new jetty construction and extension have changed navigation environment and could sometimes affect ship-handling safety. According to relative regulations in China, it is necessary to carry out Navigation Safety Assessment for this kind of project. However, Navigation Safety Assessment is only to analyze whether construction parameters are compliance with technical standards and safety management requirements, without quantizing risk degree of ship-handling. In order to enhance ship-handling safety, it is necessary to carry out quantitative study on ship-handling assessment for such kind of project.In the field of navigation safety assessment, Japanese scholars have proposed Environmental Stress Model (ES Model) and Unsafe Ship-handling Situation Model (US Model). ES Model is established to evaluate the navigation environment by using Environmental Stress (ES value) as an index which means stress on the maneuver forced by environment. US Model is established to objectively assess ship-handling safety by introducing the concept of Potential Area of Water (PAW).This paper is to study the effect of the jetty extension project upon ship-handling safety by utilizing ES Model and US Model. In this paper, maneuvering environment is defined as an object for safety assessment, including natural environment, geographical environment and infrastructure environment.The main works of this paper are as follows:(a) Review the research findings on navigation safety assessment.(b) Introduce the Environmental Stress Model and Unsafe Situation Model.(c) Design and carry out ship maneuvering simulation experiments;collect data for assessment models.(d) Calculate Maneuvering Environmental Stress (ESL) and Potential Area of Water (PAW);assess ship-handling difficulty and safety under given maneuvering environment, and analyze how maneuvering environment is affected by jetty extension.
