Water which is an important material form of water resources system is both natural factors closely linked to natural ecology and environment, and is the source of human being life and survival, and is the unreplaced resources of human social and economic development. With the high-speed development of the social and the economic, the demand on water resources about human is growing, and the contradiction of water's supply and demand is more and more prominent. In order to achieve sustainable use of water resources, the visualization technology used in the field of water resoueces optimal distribution evaluation is one of the most effective methods to achieve integrated management of water resources.The system, based on Windows operating platform, combining MFC framework in the VC++ and GIS functional components MapObjects2.0, resting on Dalian water resources allocation program, according to Variable Fuzzy evaluation model, establishes the visual system of Variable Fuzzy evaluation of water resources optimal distribution. It is composed by the program variable fuzzy evaluation system, information query system and GIS water system map show system. Its main functions are as follows:(1) Variable Fuzzy evaluation system According to variable fuzzy evaluation model of the sustainable use of water resources for professor chen shouyu recently proposed based on Qualitative and quantitative change theorem of qualitative and quantitative change law of one of materialist dialectics three laws, using modular and parametric design concepts, develops a evaluation system of water resources optimal distribution based on variable fuzzy by means of dialog parameter design. It takes water resources optimal distribution program for dalian for example, and evaluates and optimizes the water resources optimal distribution program for dalian in 2020.(2) The article draws river map for dalian in the ArcMap. Combining GIS component MapObjects and VC, it taking Visual C++ as a development platform comes true the system integration by Map control to the VC environment. Finally the system achieves the visualization show of river map for dalian in the VC environment, and generates river map with panning, zooming, roaming and other functions such as map labeling.(3) In the form of combining VC and MO, the article develops the information query subsystem about water resources optimal distribution's variable fuzzy evaluation. It achieves the information query of water resources optimal distribution program for dalian and the visualization show of variable fuzzy evaluation model. It also achieves the graphical spatial attribute query function, which make more intuitive and graphically display of water resources condition of the administrative region for dalian. It plays a decision support role in water resources optimal distribution for dalian, and promotes the scientificity and rationality for the level of water resources optimal distribution.The study shows that the system in the application of the evaluation of water resources optimal distribution program have the characteristics of complex issues simple, quick and easy calculation, and good man-machine interface, which provides a a new platform about visualization of water resources systems'assessment.
