With several early-built freeway reconstruction projects completed, the reconstruction has become a future development direction of freeway construction. Most of the freeway which need to reconstruct are transport corridors and the main backbone of the transport network in their region, can not afford the negative impact of closed-end construction, so they always use the "constructing while maintaining traffic flow "approach. This construction method will be the next major trends in freeway. Traffic diversion in the reconstruction of freeway becomes the critical issues.Collecting this national freeway reconstruction projects, we found that these projects mainly adopted bilateral direct splicing, basically semi-enclosed construction organization. By analyzing the splicing of two kinds for direct bilateral construction scheme for semi-closed on the impact of road capacity, the paper demonstrated the need for traffic diversion. Then the paper described the theory and practice of traffic diversion on the freeway by the numbers.On this basis, the paper deeply studied the benefit evalution and analysis of freeway traffic diversion in-depth. Through overall analysis negative effects during the freeway reconstruction, we determined to research from two perspectives:users and managers. From the user point of view, the paper established road network nonlinear cost model based on travel time, derived a benefit evalution formula and found that:the loss of travel time benefits was in addition to capacity of the sections in reconstruction and traffic volume of diversion, as well as traffic volume of and other roads. From the managers'point of view, The loss of toll revenue has a relationship with the charging. The traffic volume of diversion is the key factors.Finally, Using Xi'an-Baoji freeway reconstruction project for empirical study, we find that:After the implementation of the traffic diversion measures, shunt road of each user's travel time has increased in varying degrees, and time cost of the system increased by 10%. Diversion programs for large trucks toll revenue loss are less than the full model diversion program of 16.6%.
