Feasibility Study On Establishing Water Bank System In Northwest Arid Area

Because the arid climate and the unreasonable use, Northwestern Region of our country socio-economic development receives more and more restriction by the water resources. Since long depends upon the administration to mix the water resources not to be able to satisfy social various communities' demand, facing fastly developing economy and increasing population, this problem has becomes more and more serious. For better mixes the water resources disposition in northwestern region of our country, raising the water used efficiency, dealing with the drought effectively, this article introduced the water banking which emerged in 1990s in the US.After has analyzed the northwestern region meteorology hydrological data and the water conservancy facilities situation thoroughly, pointed out the northwestern region initially had already met the implementation water bank's material water requirement, based on this, this article analysised the feasibility about establishing water bank system in northwest arid area, discussed the water bank role localization, the configuration of organization, the operation mechanism in detail and so on. This article pointed out we can overcomed the problems as for water resources property rights in establishing the water bank process through legislative revision, region cooperation. Finally, the article pointed out that establishing water Bank is feasible in the northwestern region of our country; the water banking system solves the northwest arid area water resources optimal path.
