With the accelerated process of economic globalization, international trade and shipping has been an unprecedented development, maritime transport volume has accounted for a quarter of the amount of traffic. In the 20th century of 60 to 70 years, as the price of marine fuel is low and the situation of market is good, fuel consumption has not been the key index of concern. But as fuel price rise again and again, fuel costs now account for the proportion of transportation increase quickly. As sea freight volume and ship's tonnage increased year by year, the fuel demand of ship greatly improve. International fuel price has been high so that fuel price has become the biggest expenditure items of transportation's cost. At the same time ship emissions such as waste oil, wastewater and waste gas has caused the pollution of environment more and more serious. In this regard the relevant international agencies have been paying close attention. Energy conservation has become a top priority in the shipping industry all over the world.Based on the analysis of the advantages and disadvantages of various energy conservation and emission reduction method, the paper mainly researches reduced diesel engine speed. The paper analysis theory of the relationship of propeller condition, propeller characteristics and low power and speed of sailing. Many factors can make the ship slow down, so these have very good energy saving effect in certain scope. But deviation from the best slowing down point, not only did not reduce cost function, but also can lead to migrate of diesel engine's best operation points and short diesel engine service life. According to slowing down ship emissions reduction effect, get the influence factors of economic sailing speed.The experiment is about a board sailing at different slow speed, which is designed in this paper, in order to observe the rule of related parameters of the diesel engine, such as fuel consumption, smoke temperature, sweep gas pressure and fuel consumption rate, which change with the rotation speed. Experimental results show that in a certain range drop sailing speed can bring energy saving effect, which almost fits for theoretical analysis of characteristics of ship drop sailing speed. The paper, combined with theoretical analysis and experimental data, finally get a specific measure about the ship at a slow speed in management.
