With the increasing amount of Yangtze River shipping each year, the number of vessels is also increasing significantly. However density of ship accidents is the growing security threat in the Yangtze River shipping channel, the most serious problem is the over draft of navigation ship. Detect the navigation ship's draft is the key to the problem of super draft governance. Develop a equipment for the ship's draft real-time detection, to achieve the ship's draft detection of disembarkation real-time, prevent the ship from occurrence of marine accidents has important significance. And this study will measure the draft of the ship owner to report VTS information and information integration, to achieve remote monitoring the navigation ship's draft has important practical significance.This paper studies on real-time remote monitoring and early warning of the navigation ship draft. Firstly, the use of network programming technology achieved the measurement of the ship's draft information by network transmission;the use of information fusion technology to achieve measurement of the ship's draft information with static and dynamic information of ship in the VTS system;through information fusion to determine whether the ship is super draft, if the Ship's draft is over, collect illegal ship information and save the image as the evidence for enforcement department.This paper outlines the draft of the Three Gorges ship navigation system, automatic detection and warning the whole program, and according to the project requirements, the design of the remote control door frame sync detection subsystem and down the ship's draft of the remote monitoring subsystems. Using TCP/IP transport protocol, developed the ship's draft data network transmission software, to achieve the data network. Then study the ship's dynamic and static information transmission through the serial port in the VTS system.Using closed loop position tracking control mode and PID algorithm control lifting synchronous of inspection door, developed PLC and PC communication software, achieved the detection threshold remote lifting control.Finally, give the system field measurements and simulation results. Currently, detection of the ship's draft navigation system has been running in the Three Gorges ship lock, the system accuracy reach project requirement. Synchronized movements to achieve the detection of remote control gate and the draft data network transmission, through the information fusion to determine whether the ship is over draft. System's technical approach is feasible, achieve the expected effect, the follow-up phase of the project has laid a solid foundation.
