Nowadays, the reliability of modern navigational equipment and marine technology has improved continuously, however, The main cause of the accidents at sea is still the human factor. Many people think that we can guarantee the safety of the ship itself and operational efficiency; as long as the crew have good knowledge and skills. In fact, in addition to these important factors, the attitude of the crew to their work and team work also play an important role to the safety and operational efficiency of the ship. To meet this need, the International Maritime Organization adopted the Manila Amendments to STCW Convention, Manila amendments in June 2010. Bridge resource management has become mandatory standards of competency. Manila Amendments emphasize teamwork. It strengthens the leadership skills and team work as a mandatory requirement. As the objective assessment shall be made to the competency of the students in the bridge resource management, the practicable mathematical model will be needed for the assessment. The paper mainly describes the establishment of the bridge resource management evaluation system by the analytical hierarchy process.
