Research On Xiangjiang Water Resources Allocation

Xiangjiang river is the longest river in our province, with the drainage basin of 94660 square kilometers,85300 square kilometers of which in our province, the volume of runoff 69.61 billion m3. It covers the whole areas of Changsha, Xiangtan, Zhuzhou and Hengyang cities and most areas of Chenzhou, Yongzhou and Loudi cities, as well as some counties of Yueyang, Shaoyang and Yiyang. It contains 64 cities and counties in its drainage area, which makes up 53% of the total number of the cities and counties in our province. Xiangjiang valley, which takes up 40% land area of our province, with 40% population of the whole province, generates 2/3 total output value of our province. Xiangjiang valley stands on a strategic position in the social and economic development in Hunan. This paper is intended to analyze and assess the current actuality of water resource in Xiangjiang valley, drawing on the experience of valley water resources allocation home and abroad, research the development strategy of water resources allocation management in Xiangjiang area, and hopefully put forward some advice on solution polices of management. The following are the major research contents and conclusions.1. The research defines the major index system of the Xiangjiang water resources allocation management, comprehensively analyses the dependence relationship between the social and economic development and water resources in Xiangjiang valley, points out the incommensurate problems of the two and digs out the problem existing in management.2. Through an analysis of the equilibrium of supply and demand of the water resources current status in Xiangjiang valley, this paper sets up an allocation principle for the effective, fair and sustainable development, and presents an allocation scheme for water resources in Xiangjiang valley.3. Xiangjiang valley as its research area, to realize the best water resources allocation as its object, this paper researches on the water resources management strategy, and takes guarantee measures to realize the scientific management of the valley.The countermeasures are as follows:1 To further strengthen and consummate the related legal, system construction, and build up a long-acting protection and construction regime.2 To further enhance Xiangjiang valley water resources allocation project and aquatic ecosystems and water environment protection project.3 To further strengthen the valley management organization construction, to make sure the successful implement of the development strategy.
