In the process of aircraft design and development, the wind tunnel test of flutter model is an important technique measures to validate flutter analyze result and its result provide important test basis for flutter flight-test. In the flutter model design, dynamical features, stiffness distribution, mass distribution and aerodynamic configuration of real aircraft are needed to be simulated. Whether similarity between the model and the real aircraft satisfy the design requirements will straight affect the validity of wind tunnel test result.In this paper, leading transonic flutter model for the T-tail wing of ARJ transporter is accomplished, including the choice of scale, finite element modeling, modal analysis, flutter analysis, intensity check and ground vibration test of model. The results of ground vibration test indicate that the design method is reasonable, manufacturing technology is feasible and the model satisfies the design requirements.After accomplishing the work mentioned by this paper, design method of transonic flutter model on the basis of composite materials and the techniques of ground vibration test are primary mastered. This will provide foundation basis for further flutter model design and wind tunnel test.
