It is a hot topic of current research on water resource allocation to improve the water supply security and capability by water transfer using tidal range in plain tidal river networks area. In this thesis, taking the river networks in Pudong New Area as an example, the water transfer characteristics of tidal river networks is investigated. At first, the 1-D hydrodynamic mathematical model for united regulation and control of sluices in river networks is established, and a numerical simulation visualization system of river networks in Pudong New Area is developed, those provide a tool for the numerical experiments. The paper classifies water transfer as pilotage and drainage, through analysising the alteration law of average water level of inner river on the combined work conditions of water transfer, such as different boundary conditions of outer river tidal level during large, medium and small tidal, different initial water level of inner river, different open patterns of sluices, then obtains general characteristics and rules of water transfer in tidal river networks. The emprical formula of mean water level of inner river for several types of water transfer are also achieved by regression analysis. The verified results indicate that the calculation precision of formula is acceptable, but generalization and fault tolerant ability is dissatisfied.For the limit of above emprical formulas and considering the water transfer characteristics in tidal river networks, artificial neural networks method which has a powerful ability of nonlinear data processing and fault tolerant analysis is inducted, data mining for the results of numerical experiments is conduced, and a unified style of computation model is achieved, of which the applied scope is wider and the calculating precision is more reliable. Thus, an effective and convenient calculation method can be supported for water transfer in Pudong river networks, and it also gives an example to similar water transfer in other river networks.In the paper, preliminary understand the water transfer characteristics in tidal river networks and emprical formulas for practical engineering are summarized. The findings have profound academic value and practical significance for the improvement of water resources allocation.
