The paper, is based on the investigation of traffic volume in the crossroad,section of road and partial network of communication lines, analyze dates by applying statistics and graph theory, try to search a new traffic control management way that is suitable for China where is vast in territory, large population, regional economic development unbalance.The characteristic way is full use of all existing traffic sources to improve city traffic volume without increase investing.From the investigation, the principal reason of traffic jam is found by vehicles tail that caused by pedestrians and bicycle when they cross the crossroad. So the control traffic light should be different for vehicles and non-vehicle in different long of time although their phase same.Application of green-wave traffic signal control system in one-way road traffic could get excellent result. But when it is used in main road or two-way road traffic, the results are extremely different not only in investigation but also in calculation. The result is influenced by speed of vehicle,green and red traffic light long of time, and traffic light cycle.It is called "against green-wave traffic volume".Against green-wave traffic volume could be improved by optimization or by MATLAB simulation based on green and red traffic light long of time,and traffic light cycle.The discriminate of two-way road traffic is induced according to distance of two crossroads, speed of vehicle, and traffic lights phase difference of two crossroads.Based on the discriminate and MATLAB,the calculation model is set up. The model is applied on traffic volume optimization of Zhong-Huan-Xian that is a very important traffic around Tianjin City road. The targets are shorter of waiting time when vehicle arrives,longer of remain time when vehicle crosses, and shorter time of vehicle goes around all circular road both in green wave traffic light and against green wave traffic light. Optimization factors are green light long of time,red light long of time,traffic light cycle long of time and speed of vehicle.The speed of vehicle in green wave direction is about 55 km/h, and the average speed of vehicle in against green wave direction is about 41 km/h. The both speeds are increased more than one times as now. Traffic volume is also increased. The result achieves the target what wanted.
