Shi yang River, represented by the Min qin area, belongs to the serious shortage of resources. It is located in the northeastern region of Hexi Corridor. Its east, west, north side is surrounded by Tengery desert and BaDanJiLin desert. Only the south side is the only water channel. The water of it is from the upstream of the Qilian Mountains; however, in recent years the capacity of water conservation of Qilian Mountains is reducing. In addition, large amount of water has been used in the midstream, as a result, there is very little surface water inflowing into Shi yang river of the Min qin area, which cannot satisfy the needs of local residents. Therefore, the people have to go through the way such as well drilling to get water, as caused the decline of groundwater and serious shortages of water resources, even further deterioration of water quality. What's more, the principal contradiction in the industry and agriculture with water has already posed a grave restriction and potential threats to the sustainable development of the county-wide economy.The research supported by the theory of the economic efficiency of water resources management will determine the economic efficiency evaluation system of the water resources management of Shi yang River's downstream. Combining with the water distribution of various industry in recent years, confirming weight ratio among these industrial structures with analytic hierarchy process, calculating the scoring value of water consumption in agriculture, industry, ecology and life in Shi yang river's downstream based on the data, and then, comparing with its value and actual and forecast value the water in the management planning of Shi yang river, the researcher can draw the conclusion that the actual value and forecast one are basically the same, which is consistent with the actual situation of local economic development.
