In the last few years, along with the meteorological survey technology's development and the survey service's expansion, the meteorological observation type and the scope increases day by day, observation service is gradually changed from the manual to automation. Take the new generation weather radar, the automatic weather station, GPS, the lightning localization as representative's new meteorological survey service's development, the traditional order-hour class for the observation frequency approach is developing to minute observation frequency, direction to the transmitter unit is developing from the county station to the township. The rapid increase of meteorological data throughout the province, proposed to the responsiveness of provincial meteorological communication system put forward higher requirements, the provincial meteorology communication service system must adapt to new development situation, to meet the detection business new development needs.This dissertation embarks from the current service's physical demand, the provincial meteorological data integration system has been researched and designed, the main ones are as follows:(1) Overview of the current development status of the automatic detecting station network, the type of detecting data and the conditions of provincial meteorological data transmission network.Analysis current provincial meteorological data integration system, further development of integrated exploration data on the demand of detection data collection and processing, integrated applications and to process the flow monitoring.(2) Through the needs analysis, function, structure and circuit of the system have been designed. Main features are detection data collection, processing, storage and forwarding; generating the log file while processing detection data; information of assessment data communication transmission quality and key data storage function; real-time displaying the main meteorological elements data and various types of data communication quality by way of WEB; the query and statistics functions of the data communication quality by day, month, year; alarming and SMS notifications function while abnormalities of communication network and processing system, timeout of major assessment data and lack of report. (3) According to the functional design, system using C#, VB and other programming languages to achieve the above several major functions, business operations platform constructed by various types of operating system, background database development Supported by SQL server, Gigabit LAN environment established by three switching technology.(4) System develops in accordance with software engineering standards,, realizes functions such as weather data real-time collection, processing storage, data distribution, quality control, data display and alarm monitoring. Better to enhancement provincial center to the processing and quality monitoring ability of entire province survey data, greatly improve the transmission efficiency of provincial meteorological telecommunication data.
