Research On The Development Strategy Of AA Institute's Nautical Education

Strategy is a total goal of an organization, a primary and lasting plan or act direction which involves certain policies, principles and missions of overall developing interests in one period. The purpose of strategic planning of higher education institutes is to make clear idea of running a school, meet the market requirements voluntarily and achieve keeping pace with the times. The basic functions of strategy are fixing the position, drawing the blueprint and directing the route.AA institute is attached to China CO (Group) Company and its educational management is administrated by SD province. AA institute provides higher nautical educations of adult 4 years and 3 years education, general 3 year education, higher vocational and technical education and continuing education which enroll new students from the whole nation. Firstly,the purpose of this paper is to study the background,the theory, the target and the key points of AA institute's development strategy, build AA institute's nautical education development strategy theory system through the analysis of the industry and social needs, the scientific visual of higher education development and the combining of theory and practice and provide new theory and practice direction which is with spirit. of the times and suggestions for promoting institute's competitive power and realize the sustainable development. Secondly, the fast-developing nautical education in our country demands directions of theory and school running regulations and brings other problems urgently to be solved. This paper is to enrich and develop nautical education theory and to bring out more researches on nautical education development strategy through the analysis of AA institute's developing environment and experience. In theory, this paper is to describe the strategic developing direction, guide the priority of resource distribution, set up effective framework to make the framework and the strategy match and promote the reform of organization, describe the culture construction of nautical education with the strategic angle and describe nautical institute's quality management systems under the strategic management. Through strategic research such as SWOT analysis, this paper will fully discuss the extant advantage and strength of AA institute's nautical education and explore its nautical vocational education developing road with its own characteristics, guarantee that there is a good strategy between environment and organization which makes educating ability and environment match, adapt to the situation and change the idea to catch and hold the opportunity to develop in time with AA institute's scientific and forward looking theory of the nautical education reform and development'and make the feasible development strategy guide the priority of resource distribution which will offer the institute and its departments theories for making policy, promoting the competitive power, realizing institute's sustainable development and providing the strength of scientific research and talents to make our country a powerful country of shipping industry.
