The substation will entirely achieve the seamless communication based on Ethernet in station level, bay level and process level in the future, the electric equipments will be digital, information, automation and intelligent. but it also brings new challenges on security, reliability, and stability of power system. First, along with digitization and network of communication system in substation step by step, especially the issue of IEC 61850, security anti-maloperation of electric operation under the circumstance of network has appears bran-new form, the primary security guarantee has turn to regulations of access behaviors by operator , real-time of information transmission, security and on-line logical interlocked of switches; Second, the design problem of defense frame has arose abroad attention in electric field. So interlocking just limited to the substation only has been unable to meet the needs of the development of power grids. Smart Grid development on behalf of the current changes in the latest direction of grid, wide-area security defense is the research focus in the power system automation. For the above problems, the paper has the relevant research in the following aspects, designs a set of interlocking methods based on the IEC 61850 under wide-area defense environment, and discusses its implementation.(1) Research control the operation of the smart grid of the data processing method, data quality attributes,using Agent technology to design the filter to ensure data security during transmission.(2) Application of IEC 61850 standards, research control operation of the smart grid communication model and communication protocol, design on the GOOSE messages and real-time method of realization.(3) Research include bay layer, substation layer, wide-area protection layer of the smart grid control operations multi-line interlocking mechanism, and designed to achieve every layer online interlocking mechanism.(4) GOOSE interlocking mechanism and application of wide-area interlocking technology, real-time communication based on the proposed wind farm ground fault solution, simulation results show that the use of information technology solution to the effectiveness of wind power ground fault.
