The emergency rescue of earthquake disaster site is an important task in the process of emergency response, and also an important measure to reduce the number of casualties. How to improve the efficiency of rescue operations and to save more people's life timely are the most important questions worthy of concern. Utilizing existing resources effectively, making rescue plan and search route reasonably are important for improving the efficiency of rescue, and they will play important roles to save more casualties in a shorter time.The search and rescue methods used by international relief teams, the SAVER rescue techniques are analyzed in this paper first, and then the impact factors of deployment are researched in detail. Based on survivors'information assistance, time of the earthquake, function of the building and escaping ratio, the buried personnel probability was derived. And then considering the difficulty and time of search, the search priority was given for different buildings. Then, under the principle of tasks being distributed uniformly and areas with larger number of casualties being searched firstly, tasks allocation optimization models were established separately. And further considering different priorities of regions, search power allocation optimization model was established aimed to save more casualties. For situation of rescue teams in multiple headquarters, considering the time from headquarters to search areas, multiple-headquarters-search-power-allocation-optimization model was established.For problems of search route selection, the priority of different local areas was analyzed first, and then search routes for single triangle area and rectangular areas were given. For problem of transferring strategy between different local areas, each local area was viewed as a polygon and vertices of polygons were chosen as feasible transferring points. Transferring costs between inner points and outer points were analyzed separately, and considering the connectivity of different routes, transferring route optimization model was set up, which aimed to minimize the transferring cost.Finally, the earthquake taken place in Yushu was introduced and analyzed. A search area was chosen as an example. Under the principle of tasks being distributed uniformly, the number of persons that may be found being maximized and areas being searched according to their priority, the optimization models were solved separately and allocation strategy was given. Then after solving the route optimization model the transferring strategy was given.
