Earthquake is a kind of natural hazard that occurs suddenly with great destruction, and it can cause great damage to both human and economics in a very short time. When an earthquake occurs, it would be the most effective way of cutting down deaths and economic loss to implement an immediate rescue plan with all possible resources in the hazard environment of a certain area. As a result, it is of vital importance to design a proper rescue process and working mechanism by optimizing the assignment of rescuing resources.Affected agents and rescuing agents involved in the rescuing process of earthquake hazard are meta-agents in a certain sense among which there exist non-linear relationships and flows of material, information and resources. In the process of earthquake rescue, the existence of each agent depends on the environment that other agents supply. Besides, this process also has some features of mark, inner-model and block mechanism. All the characteristics above exemplify the application of the Complexity Adaptive System (CAS) theory.Based on the CAS theory and the Central Place Theory, the paper establishes the Rescue Service-Demand Complexity Adaptive System Model (RSDCAS) of earthquake hazard. The concepts involved in the RSDCAS Model such as Rescue Capacity, Threshold and etc. are defined. The sub-model structure of affected agents and rescue agents and the process of learning and knowledge accumulation are specifically designed with all the agent parameters and adaptability parameters set. Based on the RSDCAS Model, a simulation system is developed on the SWARM platform. At the very beginning, the knowledge possessed by each agent is random, disordered and incorrect. However, with the system operating, the whole rescue process is becoming more ordered, stable and effective.The study verifies the reasonability and feasibility of the application of the CAS theory in earthquake hazard rescuing. The simulation results can give a clear show of phase changes in rescue demands, and supply to relevant administrators better reference during their preparation of materials and assignment of rescuers for rescue plan.
