| National Innovation Strategy refers to an overall planning of innovative issues that has a profound,far-reaching influence on national economy and social development,seeking stable as well as constant development and it is an important element of the national development strategy. The application of eco-concept and the adoption of the implementation of ecological thinking is a kind of theoretical development toward the research on Innovation Strategy, meanwhile has practical significance on implementing the scientific concept of development, enhancing national competitiveness, and building an innovative country and a socialist harmonious society.Firstly, the paper expounds the evolvement and future trend of the innovation strategy in China and some developed countries. Besides, it also discusses the necessity and feasibility of the program.,and explores the theoretical basis of the implementation of the national innovation strategy ecology.Secondly, the paper proposes an overall scheme to implement the national eco-innovation strategy. In other words, guided by the outlook of scientific development ,the project hold that we should practice the ecological implementation from three aspects, namely, macro state innovation system, medium region and industry innovation system together with micro-enterprise technical innovation system and form a proper three-dimensional space layout in scientific, high-tech and technological innovation according to four principles-- the principle of the privilege of overall situation, the principle of multi-objective, system principle as well as coordinated development principle .Furthermore , it should focus on the five major areas such as ,clean industry, eco-agriculture, green services, and comprehensive utilization of resources.Finally, this paper discusses in detail the measure of indemnification of ecological implementation for national innovation strategy, namely, creating ecological culture of innovation, improving the innovation policies and legal system while constructing an evaluation model in order to ensure the fulfillment of the plan. |
