It is an effective measure or method for the department of environmental monitoring and administration to develop the water quality simulating system to forecast the quality of water in order to control the water-pollution and make decision on the environmental problems. In this paper, the Stream Water Quality Simulating System(SWQSS) has been developed and applied in ChangSha section of Xiangjiang River to administrate water environmental information and forecast the quality of water. The paper mainly includes following several aspects:The Water Quality Simulating System has been designed based on not only the requirement of water environmental administration and simulation but also the characteristics of GIS. The functions of the three sub-systems, which are basic information management system, monitoring data management system and water quality simulation and forecast system, have been designed in detail.Based on the characteristics and requirements of the system, the technological routes and developmental strategies have been devised after comparing some softwares. The ArcADE has been used as a spatial data engine, and the environmental data has been managed by Oracle. The system, whose water quality models calculated in Matlab, has been second developed using ArcEngine component by C#.NET. The key technologies, such as component technology and the Plug-in technology, which can not only integrate models with GIS, but also enhance the maintenance and extensibility of the system, have been researched.The basic models of stream water quality and these analytical solutions have been introduced. The Finite Difference Method has been discussed and applied to calculate one-dimension model's numerical solution. The Finite Element Method has been discussed and applied to calculate and get two-dimension model's numerical solution. These equations have been calculated by Matlab. These numerical results have been integrated with GIS on base of spatial discretization.Based on these technologies and methods, the system has been constructed, and used to administrating water environmental and simulating water quality of Changsha section of Xiangjiang River as a case.
