The Research Of Environmental Pollution Control In Rural Areas Of China

CPC Central Committee and State Council attached great importance to rural environmental protection work, after years of effort, China's rural environmental pollution control and ecological protection has made positive progress. However, the current environmental situation is still severe in rural China can be divided into the rural non-point source pollution and point source pollution in rural areas into two categories, specifically including the unreasonable application of chemical fertilizers, pesticides, non-standard use, livestock over-development of the aquaculture industry, straw approach is not in place, agricultural plastic film residue, rural life is not a comprehensive waste collection and sewage and other industrial enterprises in seven aspects. Government, as the rural environment of the public goods providers and protectors, in response to increasingly serious problems of agricultural pollution is the lack of effective governance means. South Lake District, Jiaxing City, although the work of environmental pollution control in rural areas has achieved positive progress, but the situation is still grim. Point source pollution in rural areas livestock pollution control work has been the South Lake District, the most important environmental improvement, while the proportion of pig breeding livestock is the largest most polluted. This paper selects the South Lake District, Jiaxing City, in the rural environment pollution control key and difficult work, that pig farming pollution control for the focus of the study, first introduced the South Lake District, the current status of farming, size distribution and the main control measures have been taken, including intensive development, introduction of fiscal policy, the establishment of regional coordination mechanism, the implementation of ecological management, etc.; followed by analysis of pollution problems, including intersectoral coordination mechanisms are inadequate, unreasonable industrial planning, environmental law enforcement supervision, the imperfect mechanism for public participation in environmental protection ; further analysis of the five reasons for the problem; the last reference has a number of foreign academic point of view, combined with the theory of knowledge, there are five major areas put forward suggestions, including improved environmental pollution control policy system, pollution control laws and regulations system, government played a good performance evaluation system and environmental functions, such as increased publicity and education efforts. South Lake District, Jiaxing City on the actual terms, will improve the rural environmental pollution control policy system-based, environmental pollution control in rural areas to explore long-term mechanism.
