Research On The Information System Of Total Emission Reduction Of Major Pollutants Of Shenyang Municipality

To ensure the aim of the major pollutants emission's 10% reduction during the Eleventh Five-Year period, the State Council proposed the establishment and improvement of three Systems, including indicators, monitoring and evaluation system. In order to implement the"three Systems", The Ministry of Environmental Protection introduce three management practices: Statistical Methods of Total amount of major pollutants emissions, Monitoring Methods of Total amount of major pollutants emissions, and Assessment Methods of Total amount of major pollutants emissions. However, due to the work of reducing the amount of the major pollutants is still at the initial stage, the emission reduction situations of many areas are very serious, so it is urgent to establish the matched work systems and work pattern which take the information system as a carrier and means of operation.Based on the requirements of Pollutants Reduction Information Management System (PRIMS) raised by Shenyang Environmental Protection Bureau, the research aimed at the information system for the total amount of major pollutants emissions has made noticeable development. The received progress and result are listed as followed: First, using the information systems as a carrier and the theory of pollution reduction as a foundation, a comprehensive analysis and study was conducted for the total amount of major pollutants emissions of Shenyang with couples of methods like data collection, status surveys, typical analysis, scientific computing, systems evaluation etc. meanwhile, a scientifically statistical and accounting methods, assessment mechanisms and business processes are formulated clearly for the pollutants reduction work. Second, taking account of the defects in the architecture of PRIMS, some researching and analysis is in progress and the complete solution about PRIMS has already been proposed which considers the service-oriented architecture (SOA) as a basement; Third, Upgrade and alteration of the information system for PRIMS has been accomplished, and the result of the system which work in practical situation is also deeply analyzed.This research satisfied the urgent requirement of the major pollutions reduction business which is issued all around the country, integrated many new conditions within the framework of the current reduction in pollution emissions, for instance, the total examination and approval, emission reduction schedule, quantity statistics. Original system was upgraded in all domains in terms of this research by Shenyang Environmental Protection Bureau. This system - PRIMS in Shenyang plays an essential role in the actual abatement work after upgraded, effectively approves the methods and theory in this research area.
