A Decision Support Tool For The Analysis Of Policy, Investment And Regulatory Processes In Cp For Electroplating Industry

Electroplating industry has become one of the most heavily polluting industries, which has been subjected to wide attention because its production process will emit strong acid, alkali and heavy metal, which are harmful to the environment and human health. Cleaner production of electroplating industry has been a lot of research at home and abroad. New technology existing has been able to achieve a certain degree of cleaner production, but because of higher investment, lag management and other issues, many companies do not want to adopt, electroplating industry is still face to very serious pollution problems. Therefore, researching the aspect of the cleaner production policies to individual enterprise, the situation in the region electroplating industry, environmental change and other aspects is important to the smooth promotion of cleaner production policy.Firstly, take the single enterprise as the research object and establish a single enterprise system model. Simulating the model we can find that investment in cleaner production(1.97), preferential tax rate(0.595), electricity price(0.456), fines(0.395), investment subsidies(0.246) and water price(0.161) have a greater impact on the effects of the implementation of cleaner production.This model focuses on the effect of water price, investment subsidies, preferential tax rate, fines, metal utilization of cleaner production targets and metal utilization of cleaner production targets. The results show that increasing the price of water to 8 yuan / t is most conducive to the implementation of cleaner production policy. In addition, an appropriate increase in heavy metal (Cr6+) emission standard (0.15mg / L) and metal utilization of cleaner production targets (50%), and increasing fines(100 thousands yuan) and subsidies (10%) can also play a very good supervision and encouragement.This paper further uses electroplating industry as the research object and establish the electroplating industry model. Simulating the model we can find that water price(0.461), electricity price(0.337),investment in cleaner production(0.334), preferential tax rate(0.127), investment subsidies(0.062) and fines(0.033) have a greater impact on the effects of the implementation of cleaner production.This model focuses on the effect of water price, electricity price, investment subsidies, preferential tax rate and fines. The results show that increasing the price of water to 8 yuan / t and adjusting the electricity price to 1.3 yuan / degree are most conducive to the implementation of cleaner production policy. Moreover, increasing fines ratio(100%) and subsidies (10%) can also play a very good supervision and encouragement.According to the single enterprise system and the electroplating industry system, this paper compares the effects of program implementation of the current policy, mandatory policy, encourage policy and different policy. Simulation results show that providing subsidies and preferential tax rate to those enterprises that have carried out cleaner production policies, while strengthening the regulation and supervision and penalizing those enterprises that do not carry out cleaner production policies will be able to effectively promote the smooth implementation of cleaner production policies and achieve win-win economic and environmental benefits.
