The Impact Of Mining Resource To Environment And Environmental Regulation

Resources and the environment are the basic conditions of human survival and development. Most resources are non-renewable, and they provide power for the sustainable economy development. The environment is the space of living,breeding,developing for human, and is the resource base of economy development. With the expansion of economic output and population growing increasingly, resource providing is much tighter and extensive economic growth seriously pollutes the environment. The conflict of population, resources and environment has suffered so seriously that affects continued economy development. Resource mining is the beginning and it provides power for manufacturing and sustainable society development. But mining equipments were low grade, mining techniques were low, the awareness of safety and protecting environment was weak, which made mining resource pollute environment and damage the ecology. Because of the worsening environmental, the studies of environmental regulation have attracted more and more attentions.This paper based on reviewing predecessors, research and related theory put forward two assumptions: the intensity of resource mining is positive related with environmental pressure, and is negatively related with environmental regulation. This study collects data of China's 30 provinces, municipalities and autonomous regions in 1998 - 2007 as sample data, establishes panel data model, and then analyses the relations among variables based on Eview6.0. After compared with manufacturing, the results indicate that mining more resources can cause more serious environment contaminated, and the governments endure more pressure to improve the environment, while the governments regulate environment loosely, the effects of environmental regulation are quite poor. The environmental pressure of manufacturing brought is less than mining, and the environmental regulation is more stricter. The main reason is that the cost of mining resource is very low and ignoring environment protected, at the same time the regions of mining resources have single industry structure, so the excess income and economy wealth which mining resource creates make the governments lost who regulate environment loosely. The paper advances some advice based on the analysis to make mining resource and environment can develop harmoniously.
