In full swing in the international climate negotiations in the context of the launching States and the international climate regime is also actively studying the contents and implications. The analysis on the international climate system and trade measures is conducive to deepening the understanding of the system, establishing the theoretical research framework and foundation and provide a reference basis for the design of the climate change policy.First of all, on the basis of literature survey on the analysis of international climate negotiation process, track the latest developments and by the use of environmental institutional arrangements, we summarized the contents framework of the international climate regime comprehensively, overviewed the implementation and compliance of the system in order to judge the trend of the system.Secondly, based on the WTO's trade measures classification, the main trade measures of the international climate regime are analyzed in depth. By combing the history of climate policy of the European Union, the United States, China and other major national or regional legislative, climate policy is preliminary assessed and analyzed revealing the preferences of national level trade measures.Thirdly, we take the climate trade policy of the United States for example to dig the specific trade measures in the climate legislation and analyze the impact of these measures on china's exports. The result showed that due to the delay development of the international climate regime, unilateral trade measures of the extensive use of climate and other factors caused the serious challenges of China in the process of addressing climate change. Besides, trade measures can play the part of the effect of "carbon barrier" in climate change.Finally, China's countermeasures are addressed, which include the External actively participation in climate negotiations, emphasis on international cooperation, strengthening the supporting system of climate policies and measures on domestic, adjusting the industrial structure, developing low-carbon economy and so on.
