Research Of Government Functions In Emission Right Trading

As development of industrialization process, environment problem has been listed on agenda. It can be classified to three governance models synthesizing of research result of scholars at home and abroad. First one is traditional administrative command model; Second one is economic means, it mainly includes collecting environmental tax and emissions right trading system; Third one is citizen participation way.Emission right trading system has caused wide concerns of government and scholars both in theory and practice. This article analyses government functions in emission right trading from aspect of administrative management, it researchs government at which aspects government should affects. This article adapts writing manner of one division and one summary on basis of concluding and analysing previous researchs.(1). First part is overview, it lists out important concepts, government functions in emission right trading and theoretical evidence of researchs in this article. (2). Second part is central content of this article, it researchs planning,guarantee and regulation functions of government separately. It analyses planning function from aspects of environmental capacity, total emission control and initial allocation of emission. Guarantee function includes two aspects of establishing legislation and improving market mechanism of emission right trading. Regulation function needs government improving its regulatory system, strengthening regulatory of enterprises and encouraging citizen participation, and improving this function together. (3). Third part is ending of this article, it gets following conclusion on basis of above research: First, precondition of emission trading is implementing total quantity control and initial allocation of emission right. Total quantity control should better takes its total capacity control. Initial allocation of emission should transits from free to compensated allocation that referring to development tendency of emission and foreign experiences; Second, government should make guarantee measures for implementation of emission right trading; Last one, it should improves regulatory system, including graded regulatory model, strengthening trans-regional administration of emission right trading. Encouraging citizens participates in regulatory of emission right trading by ways of holding hearing and etc., constructing a regulatory model that government, enterprise, and citizens participate jointly.
