As the development of the economy and the sociaty and the urbanization accelerate, the situation of cultivated land protection becomes more and more severe. For the protection of farmland resources and ensuring national food security, and total dynamic equilibrium of farmland, Land arrangement is becoming an important strategic means. As Land arrangement arranges the farmland via a series of biological and engineering means, it will unavoidably influence the surrounding environment and ecological progress. It is necessary to carry on the environmental impact assessment for putting forward practical environment protection measures that avoid serious environmental problems.Based on the theory and methodology of environmental assessment for the project, and the observation on a great deal of erosion and torrent control works, farmland irrigation programs, Farm shelter-forest, road and soil improvement projects, the paper studies the influence of the Land arrangement on air, water, soil, vegetation, society and economy, and built a evaluation model. And finally, it tested the evaluation model and verified the scientificity and feasibility of the evaluation system based on the observation of the land arrangement project in Luancheng county, Hebei province.Part one is an introduction, which presents definitions of This article as well as the problems, backgrounds , purposes, present domestic and international research condition, research contents, and technical route.Part two introduces the theory foundation, it gives a brief introduction of the theory foundation of the ecological environment effect evaluation, and a summary of evaluation of the influence of the land arrangement on environments.part three is the main body of this paper. it presents Evaluation method and modal of the influence of the land arrangement on environments.part four is the empirical research part. It ,taking the land arrangement projects in Luancheng country as instance, carries out .environmental impact assessment to verify the scientificity of the evaluation modal. part five is conclusions and discussions of the study.
