Some of the existing petrochemical parks in China due to historical or other reasons, is located near rivers or even medium-sized rivers upstream. Petrochemical industry is a high risk industry, involving hazardous substances, mostly of raw materials, in the event of leak, the leakprobably water will cause severe water pollution to the near the river,it poses a serious threat to safe drinking water for the people.In recent years, China's petrochemical or related industries have been some explosion or spill, causing pollution of nearby waters, the more serious is located in the upper reaches of the Songhua River in Jilin Petrochemical Company of PetroChina benzene factory double-nitrification unit aniline plant explosion, the Incident not only caused economic losses of enterprises, but also resulted in casualties, and even led to international disputes. With our povernment continue to attach importance to environmental risk of the construction projects, environmental risk assessment of the construction projects environmental impact assessment has become a necessary part of the evaluation, and the relevant legal provisions, when the construction project with a significant risk,the environmental impact assessment of the project must include environmental risk assessment.At present, China's environmental risk assessment techniques, especially regional environmental risk assessment technology was not mature and complete, while the regional water environment risk and is a prominent issue to petrochemical parks, it is necessary to build a petrochemical park for environmental risk assessment of surface water evaluation system, so as to provide the reference for the future of work.In this paper, Lanzhou Petrochemical Company is an example for study, guidelines was the basis of risk assessment, I established a system of environmental risk assessment of surface water to the petrochemical park,and in the process of establishing a system of environmental risk assessment of surface water to the petrochemical park,I selected three kinds of existing forecasting model of river to compared with each other and to apply to work,I also analysis three kinds of existing forecasting model of river of applicability in risk assessment of river.
