Now, many oilfields are in the high water cut stage, over all, it exsits the following characteristics: the oil production declines very fast, the underground remaining oil distributes very complicated, the well condition is very bad,and so on. And the development features of the high water-cut stage is different from the low-water-cut development stage, Significant changes have taken place from the adjustment of the well-layer system to the choice of the production method, the most fundamental change is the more complicated underground oil-water distribution.In order to improve curde oil production and oil recovery, the adjustment of the oil must be processed .This paper proposes two different measures to increase oil production -well infilling and polymer flooding, which could be used in the theoretical models and practical blocks. By comparison of the theoretical model with the actual block, the certain significance of the theoretical model on the actual blocks can be analyzed .firstly, evaluate the potential of the oil development, then analyse every factors which have impact on well pattern infilling and polymer flooding simulation, find the production influence of single factor on the Dynamic characteristics, and analyse different effects of different stimulations. Secondly, through the Orthogonal experimental design, study the impact of multiple factors, find the optimal solution, calculate the investment required. By the comparison of the theoretical model with the actual block, and technical and economical comparison, find the laws of the theoretical models are similar to practical models, we can say theoretical models of these laws guide the actual models. So to some degree, the economical comparison results of the evaluation between well infilling and polymer flooding of the theoretical model are that well infilling is better than the polymer flooding for the low-permeability strata, the polymer flooding is better than the well infilling for the high-permeability strata, while for medium-permeability strata, it should consider the nature of the formation and crude oil. it is also applicable to the actual block within a certain range.
