The Establishment And Improvement Of Xin`anjiang River`s Eco-compensation Mechanism

At present, the ecological compensation has become a widespread concerned topic. The academia has also been a lot of research and practical exploration. Eco-Compensation, including the compensation for the ecological environment itself; the use of economic instruments to internalize the external costs; the compensation to protectors for the loss of development opportunities; and the investment to the area or object of great ecological value, etc. The establishment of Eco-compensation mechanism has been referred to the agenda of our government.In this paper, the research object is Xin`anjiang River. On the basis of extensive research, I have completed the quantitative analysis and qualitative research of Xin`anjiang River`s ecological compensation work; described the research and practice of River Eco-compensation Mechanism at home and abroad; analysed the feasibility and importance of the establishment of Xin`anjiang River Eco-compensation mechanism; prorosed countermeasures and suggestions targeted; and established the mechanism in five areas: main object and basic principles of compensation, compensation methods and means, compensation standard, special funds, and policy recommendations, so as to provide demonstration study for carrying out river eco-compensation and establishing long-term compensation mechanisms.
