The Research On Environmental Information Disclosure System Of Government

Environmental information disclosure is the basic qualification of government environmental management, as well as an important precondition for public participation in environmental protection. Establishing and improving the government environmental information disclosure system is a necessity to guarantee citizens the right to know, to participate and to supervise, safeguard their own interests and the public interest, as well as an objective requirement for environmental decision-making and scientific management and the security for building the "resource-saving and environment-friendly" society. government environmental information disclosure has been launched across the country, and achieved good results, but the problem still exists in the view of the effectiveness of environmental information disclosure.Therefore, this article discussed four relevant theories of environmental information disclosure based on reviewing abundant literatures, including governance theory, service-oriented government theory, environment as the public property theory, right to know environment information theory, in order to pave the way for cause analysis and Countermeasures proposed.Then, based on the characteristics of the environmental information disclosure, that the way is top-down and the public environmental awareness is not strong, this paper analyzes the problems of government environmental information disclosure, that the difficulties of our environmental information is not only human factors, but also institutional system factors. Personnel factors mainly contain weak awareness of government environmental information disclosure and environmental responsibility, low sense of public participation and participation skills. As to institutional factors, the article analyzes four aspects of environmental information disclosure, that is the subject, content, channels and legal relief, supposed that the subject is narrow, content and channels are asymmetry with the public demand, and legal relief is imperfect, all of these are obstacles of government environmental information disclosure.Finally, based on the process and future trends of reform at home and abroad and governance theory, the paper draws the experience of United States, European Union and the Indonesia in government environmental information disclosure, and proposes the countermeasures to improve the environmental information disclosure system in our government. Government should change the idea of environmental information disclosure thoroughly, promote government environmental information disclosure effectively from four aspects of environmental information disclosure that is the subject, content, channels and legal remedies, raise environmental awareness and participation skills of the public strongly, strengthen the interaction and cooperation with environmental non-government organization.
