The Improvement Of Electronic Waste Management Law In China

The modern age is an information age, information technology development take the electronic products as the carrier, and is the product with the development of human society to a certain extent. With the continuous improvement of the living standard of Chinese people, China has entered on a peak period for updating electrical appliances. The number of e-waste at an alarming rate has become a major source of solid waste on the environment posed a great threat to all countries. However, because of the increasing number of e-waste, it has become a focus issue of universal and urgent concern in the whole society, that how to make use of technological innovation to develop new technologies and new techniques, to recycle the e-waste with lower cost, lower pollution, and higher efficiency. E-waste contains toxic substances, if recycled, or disposed of improperly, will cause incalculable damage to human living environment. Yet they also contain many recyclable materials, and if effectively recycled, will bring both economic and social benefits.Compared to western countries, China's economic level is still relatively backward, accordingly, the per capita consumption of electrical and electronic products is not so high, but the problem of e-waste exists in China as well, and it shows the trend of deteriorating. The recycling system of e-waste in China is still in a relatively decentralized and disorderly state, which mainly depends on the mobile individual's households collecting from door to door, the direct recycling of waste material recycling companies, and the old for new service provided by the manufacturer and other ways of recycling. The e-waste is not well recycled resulted from the incomplete recycling system, has caused damage to environment, as well as to the human health. What is originally, the reason for the e-waste problem cannot be well resolved in China is inseparable with the weak consciousness of environmental protection of Chinese citizens, backward level of environmental protection technology, unsound legal system and other factors, among which, the inadequate corresponding legal system is the main cause of the occurrence, existence and the continuous deterioration of the e-waste problem.The purpose of this paper is to talk about how to avoid damage to the environment for human survival, and to make recycling of e-waste more effectively, in order to create a harmonious coexistence between man and the natural environment. This paper uses literature searching method, comparative method and historical study to research the status of electronic waste law analyzed; thus get some inspiration; and electronic waste management in accordance with our various problems, made to improve management of Chinese electronic waste recycling legislative proposal, including its sound producers',operators',consumers'and government's related responsibilities, as well as using the tax system and market access system to better manage the electronic waste recycling. The last conclusion part expresses the outlook of the perfection of the e-waste recycling management regulation in China, hoping to reduce the environmental pollution, and to protect our homeland.
