The Research On The Legal System Of PROs In The Solid Disposal Regulation

This article aims at the serious situation and circumstances of the prevention and cure in the solid disposal pollution, to discuss the particular basis on the solid disposal pollution, to analysis this topic in the legal system through comparative studies and historic studies method, to establish the legal theory basis about the PROs. Drawing merit and good points from PROs in foreign countries, this article raise to establish the PROs legal systems in the EPR system in the range of china. And this article also purposes some advice for the legislation.The research result of this article is to refer the situation and development trend of PROs in solid disposal pollution in the foreign countries such as Germany, Japanese, Holland and Switzerland, to summarize the feature of PROs in such countries, to introduce the legal system in china if it is necessary or possibility. On the experience of foreign countries, bases on the practice and condition of china, this article reckon that the PROs can be fall into the industry association, and to analysis the necessary and possibility. And in the design of legal system, this article purposes legislation advice, shows some consideration on the defect and shortage and put forward opinions on the content in the system. The limitation of this article is that the foreign document and data is a little out-of-date, the content may not suit for the theory research in nowadays; and also, the perspective of this article may have some flaws because of writing levels of the author.
