The Disaster Synergetic Mechanism Research Based On The Information Management

With the global economic development, climatic conditions change gradually. Natural disasters happen frequently, and human beings are always harassed. The current disaster situation is serious. Countries around the world are actively concerned about the emergency management. They hope to find the disaster response mechanism for the development of their own country. The United States,Japan and other developed countries take the lead in emergency management .They have already established a fairly comprehensive disaster response system, and they also have strong response ability.China is a wide variety of disasters and disaster-prone frequency country .Since the 20th century, China became one of the most serious natural disasters countries in the world. Every year it is subject to large or small impacts from natural disasters. The priority of country is how to increase disaster response capacity rapidly. China is working Disaster Mitigation and Relief Mechanisms of multiple sectors 'division from labor and coordination from work, which is about the unified leadership of the Government, and territorial management .Along with the rapid development of information technology, we should more active use information technology into disaster response. We should strengthen the coordination by each other. We should establish Synergetic Mechanism for disaster response and enhance the capacity of disaster response.This paper based on information management. It is concerned about the whole process of disaster response. It mixes disaster response mechanism with Synergetic Theory,Information Technology. And we will actively explore the condition of our country which should be suitable for disaster.First, review the development of synergetic in brief. And simply elaborate the basic principles of synergetic. Then we discuss the intrinsic meanings of disaster response mechanism. We introduce something about information management and information technology-related knowledge.Second, it analyses the current status of disaster information management. It clarifies the meaning of disaster information management. Then it comes up with a specific working mechanism through in-depth analysis of the information collection,analysis,warning,transference,evaluation,statistics and other processes.Third based on the synergetic, it analyses the disaster system from theory applicability and synergetic order parameter in the different organizational forms including institutional mechanisms for the order parameter in the management of synergies and volume information for the order parameter of the system operating synergies. It gives a simple analysis of the synergistic implementation power and incentive mechanism from synergetic economic cost. It establishes disaster information sharing platform, and improves the existing disaster response system. Also it emphasizes the importance what disaster information systems play and integration, applications of high-tech information technology. At the same time, design a simple synergetic disaster response information system. Give some specific Indexes of management and information coordination for more in-depth analysis of coordinated.Finally, we conduct a survey in response to the floods and give an empirical analysis. We select Bengbu City as the survey points in Anhui Province. Wuhe County is a flood-prone area. The three worst affected villages are ChenTai, LiuTai, LiuHu. We visit students, villagers, village head and county disaster response commander. We make a simple data process from feedback questionnaire and an analysis of detailed recommendations .We try to find or explore the disaster response mechanism from the grass-roots level research that is suitable for China's national conditions and situations.The disaster work is numerous and complicated. We should use management collaboration for multi-agent and use information collaboration for Multi-link. We should establish a suitable national disaster mechanism from the macro-micro efforts, especially making a full use of advanced information and communication technology. We mobilize the initiative of government,industry,academy,research and people .Then we execute the disaster prevention and mitigation information management, and establish an effective disaster mechanism. After that we can improve the capacity of China which is in response to disaster, and also disaster losses can be achieved minimum requirements.
