The Zuli River Basin is located in the central region of Gansu, belongs to a typical arid and semi-arid type of climate, its vegetation covered badly, holders of water weak, and main characteristics of dropping and raising sharply, rapid runoff in a short time. It has been the arid and semi-arid hydrological problems that how to control rises suddenly the sudden and violent fall rivers flood process, judges the flood to rise the time, the peak discharge, the flood peak water level. In recent years, with socio-economic development, flood control study in-depth and expansion of mutual penetration of many disciplines, as well as modern science technology's and so on computer simulation technology, geographic information system development as well as domestic and foreign apply massively in the arid area semi-arid region flood forecasting research, these has provided the theory support for the semi-arid region semi-arid region flood forecasting system's design, causes the development semi-arid region semi-arid region the flood forecasting system possibly to become.Through analyzing the domestic and foreign flood forecasting system's research at the status quo, the basin hydrology model research development, combining with the reality of hydrological observation conditions, the survey station staff and the hydrology institution's demand in Gansu Province, using the hydrology system model as the main flood forecasting model, explained the hydrology system model elementary theory, the total runoff response function calculation, system modeling steps. Uses the historic information modeling, proposed the system flood forecasting using the model basic expression, the real-time data circulation revision model parameter guarantee flood's forecast precision, enables its to achieve the flood forecasting work in the practice application.Through using the observed data of 2 hydrographic stations, 16 precipitation station in 8 years of Zuli river, and structure modeling with both the multi-input and singer output, taking forecasting experiments to flood, proved that using total runoff linearity response model can achieve the high forecast precision to the river of rise suddenly the sudden and violent fall in the arid half arid area.And the flood forecasting achievement can satisfy the survey station staff urgent demand in the control flood processing. In view of rise suddenly the sudden and violent fall characteristic rivers hydrographic station to justice the flood process in advance ahead of time the urgent demand, this paper discussed the ArcGIS Server-based flood forecasting and the early warning system design technical route, the overall frame and the functional modules. According to the flood forecasting work's basic steps, hydrological station on the treatment of observational data and hydrological modeling system requirements, the system is divided into seven main functional modules to meet the hydrological station of the flood forecasting and daily observation needs.A sound database system for flood forecasting has been established. Based on Foundation Hydrology Database Table Structure And Indication Symbol Standard and the system model modeling with unification database field design carry on the organization to manage. Spatial database organization with supporting data format unification memory carries on the organization according to ArcGIS the Server managing system.
