Research On The Reform Of Environmental Regulation Of China

Ever since China's reform and opening up to the outside world, Chinese economy has sustained rapid growth, while also facing a prominent issue, which is the environment sustainably become worse. Increasingly become a bottleneck to restrict China's economic development. Thus the environment problem has been a hot topic today. Both theory realm and practical realm are focus on it.Government is the subject of controling environmental pollution, and play a leading role in environmental protection. Especially in recent years, Government gives more emphasis on environmental issues, proposes some policy measures, energy-saving and emission reduction, establishment of two-type social were introduced, those have made significant achievements in environmental protection. However, China's market economy system is not perfect, system reform and part of institution building can not coordinate with it, in the meantime, our government deeply affected by traditional inertia, China's environmental regulation performance is still low, even exists the phenomenon of environmental degradation in some areas, it seriously affecting the sustainable development of economic and social. Therefore, to research the reform of improving the environmental regulation performance is meaningful to thoroughly implement the scientific concept of development, build a harmonious society, as well as the construction of two- type society.This article is on the basis of the theories of "externalities", "public goods", "the target and method of environment regulation", "government failure" to research the root of environmental problems and the base of government regulation. The current situation of our country's environment shows the serious problems exist in our country's environmental regulation. Such as outdated regulation view, ineffective regulation methods, disabled regulation institution and weak supervisory ability. Then through many methods such as theoretic description, examples and building game model to discusses the reasons of low environmental regulation performance, and puts forward some policy proposals to improve the perfoemance of environmental regulation. The proposals include the following: to reform current regulation system, innovate regulation methods, improve governmental merit system, establish environmental finance and promote public administration.
