With the acceleration of economic globalization, the competition among enterprises becomes increasingly fierce. The market competitiveness of enterprises becomes more and more focusing on cost control and response speed to market demand. Logistics is practical and functional, which is integrated as supply, logistics management, production, packaging, handling, replacement, sale and distribution., Called as the "third profit source," logistics is one of the primary factors affecting efficiency and effectiveness of the enterprises, which is drawing the universal attention the managers'.Based on the modern theory of enterprise logistics management, this paper discusses the existing state of management, procurement and logistics system in the North East Pharmaceutical Group (NEGPF), points out the existing problems, and sums up the main reasons why NEGPF performs poorly in process control, information collection, function distribution, and supplier management.From the point of view scientific logistics management, and also under the guidance of the strategic goal of the company, the paper suggests the procurement logistics objectives. And on the basis of the analysis of the internal management, the paper provides overall planning for logistics management system and maps out an ideal logistics system and the relationship between different parts. Through the improvement of personal flow, information flow, capital flow and logistics management, the cost of procurement of logistics can be cut down. The paper aims at guiding the enterprise procurement management, improving enterprise management efficiency and level, improving the capacity of decision-making and resilience, and promoting the integration of logistics.
