Qingdao lies in the southeast part of Shandong Peninsula, it faces the water area of Yellow Sea and Huanghai Sea. Qingdao which has wide territorial waters is rich in the resources and it has a rapid growth in aquaculture. However, with the coastal cities to speed up the process, the rapid development of marine economy as well as the development and utilization of coastal unreasonable, coastal zone environment is facing mounting pressures.Good coastal zone environment is the basic of the socio-economic development, the coastal zone in the country's economic and social development of a key role, making the coastal zone environmental management becomes critical.
