Research On Emissions Trading Based On Totals Control Of Pollutants Emission

At present, the contradiction between economic growth and environmental pollution is gradually sharp. Emissions trading as a new economic policy of environmental manage- ment causes strong repercussions in the whole world. Financial incentive was applied to atmospheric and river pollution source for the first time in America and produced a marked effect. In recent years, many environmental economist in Europe and America are researching international emissions trading, in order to control the greenhouse effect and the ozonosphere destroying. But emissions trading system is in infancy stage in our country, especially in water pollution. Therefore, theory and application study to that is especially important.Theoretical analysis and application study of emissions trading system in the thesis is taking totals control of water pollutants emission as background and according to the theory and method with environmental economics and operational research. Firstly, the thesis suggests economy measure is imperative in environment -tal management after analyzing the situation of water pollutant in our country. Then the thesis analyses theoretical principle of emissions trading and totals control and illuminates implementing emissions trading is viable and imperative. Afterwards, the thesis analyses fundamental questions of emissions trading system and designs the frame of it. Lastly, the thesis emphatically points out the method of ascertaining totals control of pollutants emission, initial allocation, operation and supervision in emissions trading. A free allocation model of initial water emission permits is advanced on account to equity in free allocation. And the example bears out that the model is feasible and superior.
