Coal Resources Security On The Rule Of Law

Coal resources have increasingly become the focus of all countries in the world. China is a coal-based energy resources production and consumption power. The 21st century is the era of diversified energy, natural gas, petroleum, hydropower, nuclear power and other energy resources will have significant growth. Although coal in the primary energy in the ratio will decline somewhat, but is still China's main energy, and coal resources in the energy structure of the unshakable occupy an important position. China's total coal resource is abundant, ranking third in the world, but China's low per capita consumption of less than the world's average level of per-capita output. What is even more worrying is that coal resources it is in a dangerous situation, development and utilization of coal resources in the process of serious waste, environmental pollution and serious damage, coal and frequent accidents. As we all know, the coal resources is a non-renewable resource, with the exploitation of its total will decrease gradually, however, the coal safety issues related to China's economic development and social stability. At present, China is building a comprehensive well-off society in the goal of the period, which go through the realization of the need to complete a new road to industrialization, the need for sustained, stable and secure supply of coal resources for the protection system, therefore, it is necessary to strengthen China's coal resource security on legal issues . In this paper, from the perspective of the coal resource security, the main line to the rule of law, Coal resources in the security-related issues outlined on the basis of China's coal resources of the legal system security issues, and foreign legal system security coal resources of relevant experience, and ultimately, in light of China's coal resources to improve the safety of legal status.
