The center for pollution treatment in China has been mostly focused on water and air pollution treatment for a long time, while neglect the soil contamination because of its characteristic of the concealment,the lag,the cumulative,the refractory. Soil contamination in China has showed a multi-source,complex,broad,lasting,harmful characteristics of the modern environmental pollution, and has transformed from constant trace contaminants to persistent toxic pollutants, and is gradually emerging the hazards of human health and the ecological environment.In China, the contaminated sites management and its remedy is just a beginning, has not established the pollution prevention and control system for soil, so we can't decide whether the contaminated site need a rehabilitation, remedy to what extent, and take which kind of remedial technologies. There is a big blindness. In recent years, many countries in contaminated sites management practice have been fully aware of what, if the complexity of contaminated sites and the physical and chemical properties of pollution substances are different, the potential risks on human health and ecology is also diversity. Therefore, assessing the human health risk of contaminated sites and doing the contaminated sites management decision-making on the basis of the human health risk assessment is the inevitable trend for the future contaminated sites management.In this paper, through the research on the shortage of China's present-day contaminated sites management and integration the achievement about contaminated sites management and human health risk assessment of foreign developed countries, the author tried to build a contaminated sites management and its remediation technology system based on the human health risk assessment. This system includes screening of contaminated sites, assessing the human health risk for contaminated site, risk communication and risk management four steps, which is the basic to determine whether the contaminated sites need to take remedy measure, what objectives and technology for remediation action is suitable. There are the following aspects in this paper. (1) Proposing screening of contaminated sites by screening concentration value (SCV). This paper screen contaminated sites by calculating SCV based on entirety protecting human health, select contaminated site which the concentration by monitor is greater than SCV to take further investigation. This way can avoid paying more attention to contaminated sites which are less harm to human health, which can assign the resources more fairly.(2) Introducing a complete human health risk assessment method for contaminated sites, which can answer how the potential risks of contaminated sites and determine whether the contaminated sites need take remediation measure by setting up risk benchmarks value of remediation. It can also provide a scientific and legally sound basis for risk management.(3) Setting the risk communication, which can amend risk assessment and remediation alternative, enhance public understanding to the actual degree of risk and reduce the emotional response.(4) Setting reasonable remediation action objective on the basis of environmental characteristics and land-using type of contaminated sites avoid using the same goals for all sites, which can increase the enforceability of remediation action.(5) Establishing a set of remediation alternatives screening methods which select the cost-high efficiency and strong enforceable remediation alternatives from a large number of remediation alternatives.
