It designs the decision support system to control pollutions from the land sources of Jiao Zhou bay which is polluted by the phosphorus and nitrogen and even oil pollution of hydrocarbon. Along the coast of the Jiao Zhou bay, the industry and agriculture in this environment must be made sure to have a healthy and stable development for a long time, the pollutions of phosphorus and nitrogen and even oil pollution of hydrocarbon must be controlled when they pour into the river and the sea.Based on a comprehensive understanding of Jiao Zhou bay, it analyzed the physical movement of pollutions and chemical and biological properties of the sea to consume the pollutions from the industry, agriculture and the population angle. The sea water self-purification of physics and chemical and biological characteristic enable the sea to have the ability to consume the pollutions. The total amount allocation model of the pollution will be allocated reasonably to every river and it will make sure it will not destroy the economic function of the city. The decision making support system analyses the sources of pollution which come from agriculture and industry. Marine pollution emissions and social economic industry and agriculture pollution emissions can be linked by estuaries detection system which can tell the concentration and link of the pollutions.Comprehensive analysis of industrial, agricultural and the population of the Qingdao city will tell the system the total pollutions into the sea water. Industrial waste water is mainly from factories of various industries. Cluster analysis of different industries will enable these factories to be summarized into different groups which has different pollution index, the enterprises will consider maximum economic benefits by the government increasing environmental pollution tax and improving the technical level which has a low cost.Agricultural wastewater is mainly from agricultural lands which use chemical fertilizers, when the chemical fertilizer has excessive discharge sewage into the sea. The sea will be polluted. Guided by the policy of the government, such as the fertilizers prices and stipulated minimum subsidies, the farmers will reduce the use of chemical fertilizers through economic considerations .the market can guide the price of raw materials and land price to influence the farmers'emissions of behavior. In this model, the population and amount of pollutions emissions for every person for the city can evaluate urban population pollutions Except economic sources of pollutants, the system also analyses the ocean waters self-purification for the pollutants into the ocean, which is the physical self-purification marine chemistry self-purification and marine biological self-purification. Self-purification is an ocean ability to consume contaminants, the pollutions will influence marine biological communities and water quality, the quality evaluation system for ocean water contains a lot of factors and marine environment quality standards. The evaluation system uses the fuzzy mathematics method to assess the water quality level, while using artificial neural network method to estimate the marine water quality.Based on the industrial economic system , agricultural system, and population system of the city along the Jiao Zhou bay, seawater evaluation system, sea water self-purification analysis system for marine pollutants, reasonable distribution of remaining pollutions which have been designed to be a total integration of decision making support systems, the environmental protection departments will be easily able to have scientific decision-making behavior to make the economic policy and the social effects of environment pollution can be estimated.If market production price changes, the system can predict the economic behavior of peasants, roughly estimating the pollution amount such as chemical fertilizers. Based on environmental curve of industrial pollution emission and the economic situation of the city, the decision making support system analyze the income of people, industrial structure and the economic scale. The pollutions will be influenced by the factors of four social factors, using u-shaped curve to analyze the Jiao Zhou bay economic situation. With the analysis on agricultural, environmental curve can describe the relationship between the pesticide, fertilizer and GDP per capita.The mechanisms of right of the land based pollutants discharged into the sea and double auction are designed, and individual rationality constraint, compatibility constraint, equitable, reasonable, effective are satisfied by mechanisms above mentioned.
