Study On People-oriented Scientific Disaster Reduction System

China is one of the world's most severe countries affected by various disasters. In recent years,with the rapid economic development,the frequency and the losses of various disasters assume the upward trend,bring a very heavy casualties and economic losses to many places,this has become a serious impediment to social stability and economic development.The arising and increase of the disaster have clear traits and laws,it is closely relate to natural factors such as the natural geographical conditions and climatic conditions,and social factors such as population and technology. To reduce disaster or mitigate losses caused by disasters,it is necessary to grasp the objective law of the occuring and developing of the disaster,on the basis to build a scientific system of disaster reduction and integrate people-oriented concept and constitute a people-oriented scientific disaster reduction system.Study the natures and characters of disasters,analyze the trend and serious harms of the occurrence and development of disasters starting from the concept,the connotation of disaster in this article firstly. And then study deeply the concepts of disaster mitigation and disaster mitigation system,composition and characters of disaster mitigation system , the interaction between disaster mitigation system and disasters.Analyze objectively the historical role and its historical limitations of the ancient disaster reduction system,as well as the historical inevitability of traditional disaster reduction system to replace the ancient Chinese disaster reduction system through the comparison of them. At the same time,summarize the tremendous achievements made by China's traditional disaster reduction system,as well as the existent questions of the system,pointed out that the development from China's traditional disaster reduction system to scientific disaster reduction system is the only way to conforme with the trend of the times and to comply with China's national conditions. However,as the weak material foundation and backward scientific and technological level for China,the establishment of scientific disaster reduction system is not smooth, there are many difficulties and problems,in addition,science and technology supporting disaster reduction system have duality in itself,what blessings or disasters,fully depends on the person's subjective attitude determined by the outlooks of life and values. With people-oriented concept managing the country plunging into man's heart,human life and human values have been given serious attention. Construction,improvement and development of people-oriented scientific disaster reduction system have been the only correct choice of China's disaster reduction.Rationally analyze and study people-oriented scientific disaster reduction system in this article from three links of the disaster prevention,the disaster resistant,the disaster relief involving in six constituent elements respectively such as the ideas and principles,the mainbody team,organization and management,the material and technical support, the laws and regulations,exchanges and cooperation of disaster reduction at home and abroad. From China's actual situation, to build a people-oriented scientific disaster reduction system,it must be made great efforts to enhance the capacity of China's Science and Technology for Disaster Reduction,to enhance public people-oriented mitigation concepts, to enhance the quality and the capacity of citizens through training and exercise in the disaster prevention,the disaster relief,and to establish universal participating team system commixing full-time and part-time in the disaster prevention, the disaster relief, and to improve laws, regulations, plans and mechanisms,to promote the democratization,standardized and scientific of the whole process management of disaster reduction,to improve the people-oriented scientific management system,to integrate effectively various resources of disaster reduction,to establish and improve mechanisms of disaster reduction in cooperation and information exchanges at home and abroad,so as to build completely and improve China's people-oriented scientific system of disaster reduction.5 ? 12 Wenchuan earthquake in 2008 brought great suffering and losses to our country and the people,earthquake relief has made great achievements attracting worldwide attention,people-oriented and scientific disaster reduction played an important role.But the problems arised in the course of earthquake relief expose that people-oriented scientific disaster reduction system is still very imperfect. As opposed to illustrate it importance and urgency to establish a people-oriented scientific system of disaster reduction at the same time.With the reinforcing of comprehensive national strength and the strength of science and technology,continuous deepening of people-oriented concept managing the country,people-oriented scientific disaster reduction system will be continuously improved and developed in our country,so as to contribute to the cause of disaster reduction for humanity.
