In recent years, with a series of environmental protection event has aroused wide public concern, appeared a series of event what manifested civic participation, the voice of civil society, and promoted the reform of the system to varying degrees, for example against Nujiang constructed the dam event, opposed that Old Summer Palace laid down the anti-seepage membrane event, as well as opposition JinGuang group destroyed the forest event in Yunnan events. Coincidentally, behind these events, there are two important social roles: environmental non-governmental organizations (environmental NGO) and the mass media. In the field of environmental protection, environmental non-governmental organizations and media are two very important strengths .These two important strengths form the joint effort what will give impetus to the promotion of public environmental awareness and play the significant role to our country's environmental protection enterprise.When entering after the steady progression stage, Chinese NGOs have the very great demand of cooperation with the media cooperation. But there are also many blind spots and the difficulties in the practical cooperation. How Environmental NGO to use the mass media to participate in public decision-making process to express their voices, so as to enhance civic awareness of environmental protection and affect government's decision-making, becomes an important strategic question to the environmental NGO.This paper takes the relations between environmental Non-governmental organizations and the media relations as the object of study, and utilizes comprehensively various disciplines related to the theory to state logically and clearly four essential factor's relations between the government, the medium, the public as well as the NGO. According to the existing problem, this paper also discuss the problem that the effective dissemination of NGO and provide somerecommendations for its future development.
