The continuable development of a regional sea area's ecosystem is one part of the continuable development of a region.Currently,for the exceeding density of population in the coastal area,the pressure played on the resources and environment caused by people's living and producing activities have exceeded the containable ability of the ecosystem of the sea near the mainland.The Marine environment including the coastal water quality and the sediment quality have been polluted seriously;the marine resoures especially the marine biological resources have been explored excessively;the diversity of the marine biological kinds has declined year by year,etc. These problems have become the most primary environmental issues for the coastal countries over the world,more and more individuals and agencies in these countries have payed attention to the continuable development of the sea.Theoretically,the researches and studies on the marine ecosystem and its effect caused by human dimensions have become one of the most hot discussions in the past 20 years,and the evalution and management of the marine environment characterize these researches. based on marine ecosystem, these studies construct many evalution measures to show the impact of people's activities indirectly in theory.however,these measures have many shortages,in the first place,they didn't consider the differences between varied regional seas,the last but not the least, regarding the marine ecosystem as a isolated subject,they can't put it into a senior system,which includes population, resources, environment, social and economic development (called PRED System) .This article put view on regional marine system included the coastal area and the sea near the mailand,and put emphasis on the impact factors of the marine ecosystem. based on the method applied to evaluate the real regional carrying capacity,which is called the status space method,the article attempt to construct a theoretic and quantitative macro-model systemically and comprehensively,which considers these factors such as population,economic growth,marine environment and resources,technology ,etc,to reflect the impact of human activities in coastal areas to the marine ecosystem.so this article firstly construct a assessment index system to reflect the development state of the human dimensions ,marine environment and resources in a regional marine system; then, introduces the way how to choose the main indexes and set the proportion for each index for discriminating their role in the whole system;at last,the quantitative model is given.Next step, this article applied the constructed measure to two special regional system to test it,one is the coastal area and the sea along it of our country which is a macro-region ,and the other is the coastal area and the sea along it of Ningbo,which is a micro-region.after tbe test,we found the measure is operational,applicable and general to some extent.at last,for keeping the marine ecosystem developing sustainably,this article put forward some countermeasures such as cultivating the green consumption culture,using the resources and energy economically,enlarging the capital input for technology development and managing the marine ecosystem comprehensively.
